NFL Power Rankings 2025: Preseason Rankings for All 32 Teams

The 2025 NFL season is almost upon us. Each NFL team has last season in the rearview mirror, ready to have a bounce-back season or to take a run at the Super Bowl. Ahead of the season, it is time to take a look at each NFL team and get a feel for where they stack up to the rest of the competition.
These NFL power rankings reflect current roster strength, what each team did in free agency and the draft, and how they have done since the preseason opener. There are a handful of teams truly established as Super Bowl contenders, but who knows which team will have a breakout season?
Last season didn’t have too much impact on these rankings, however. What happened three seasons ago doesn’t matter much now. With each depth chart tweak, teams are winding down training camp and gearing up for the regular season. Who will be a playoff team and who will be left thinking ahead to training camp next season?
NFL Power Rankings 2025 – Full Preseason List
These power rankings were constructed looking at how teams did in free agency, in the first round (and beyond) of the NFL Draft, and the overall construction of their roster. A losing season last season is more than likely to mean bad things to come in 2025, but it doesn’t necessarily have an impact on a team’s rankings this season.
32. New Orleans Saints
The last three seasons have felt listless in the Bayou, and that doesn’t look to change in 2025. The former perennial Super Bowl contender has struggled to find a young quarterback it can latch onto. Rather than worrying about winning playoff games, the Saints are looking forward to another high first-round pick.
Quarterback play remains a critical reason for the Saints' struggles. They don’t have a great offensive line, and the running game has its moments, but head coach Kellen Moore will be looking for some spark at the quarterback position. In the meantime, the Saints can only dream of a playoff win and will have to hope it can land a franchise quarterback next April.
31. Tennessee Titans
The Tennessee Titans' 2025 ranking might seem awfully low, but there are positives. Given the past two seasons, things are starting to look up with a roster of young players. First-round pick Cam Ward ensures that the franchise has an NFL quarterback it can trust. Now, it just needs to solidify the offensive line and find a stud wide receiver for Ward to throw to.
With the young talent in place, head coach Brian Callahan needs to make sure Ward’s rookie season is successful from a developmental standpoint. Training camps are done, and the Titans have a dangerous defensive line. If their pass defense can find its footing, the defensive side of the ball could be solid enough to help Ward and the running game come along.
30. Cleveland Browns
Head coach Kevin Stefanski has his work cut out for him. Then again, he is a two-time Head Coach of the Year, so if anyone is going to get the most out of this team, it is him. The past few seasons, Stefanski has had to deal with quarterback issues after sending Baker Mayfield packing.
Though the Cleveland Browns have had their share of drama this offseason, they do have one thing to look forward to. With a plethora of quarterbacks taken in the draft, the hope is that one of them can have a rookie season filled with promise. The offensive side of the ball is a mess between the quarterback, the lack of a true top wide receiver, and an offensive line in flux. For those reasons and more, the Browns are about as far away from Super Bowl aspirations as it gets.
29. New York Giants
Pressure is on head coach Brian Daboll this season. He doesn’t need to make a run to the Super Bowl, but the past few years have been up-and-down. Last season, in particular, was an embarrassment. Rookie wide receiver Malik Nabers was a standout, but the offensive side of the ball was a struggle.
The young defense has a few dangerous pieces, particularly along the defensive line. The pass defense could see a surge with the addition of first-round pick edge rusher Abdul Carter alongside defensive tackle Dexter Lawrence. With an improved offensive line and an explosive sophomore season from their star receiver, the Giants could put last season behind them and become at least a team of intrigue.
28. Indianapolis Colts
Second-year quarterback Anthony Richardson has been the talk of the offseason in Indianapolis. The team brought in free agent Daniel Jones to provide “competition” for Richardson, but it looks like he is going to be supplanted. What was once considered a sophomore slump now has the franchise wondering if last season was an anomaly.
Passing yards may be a bit easier to come by after the team drafted tight end Tyler Warren in the first round. The offensive line should be solid with the bulk of the starting offensive linemen back. The defensive line for the Colts remains solid, especially with the addition of second-round pick JT Tuimoloau. Even still, the head coach Shane Steichen has an uphill battle and may be looking to add a quarterback in the first round of next year’s draft.
27. New York Jets
Last season was nightmarish, but former defensive coordinator Aaron Glenn is at the helm now as head coach. He will inherit young quarterback Justin Fields, who is on his third team in three seasons. The free agent got $30 million guaranteed, but this seems like it is his only shot to really make it. Offensive coordinator Tanner Engstrand will have his hands full.
Defensive tackle Quinnen Williams anchors a defense that should keep the Jets in games. Though they are hoping an edge rusher will emerge, they should be good. Like last season, the offensive line and quarterback will be major questions. Wide receiver Garrett Wilson and emerging tight end Mason Taylor could give Fields enough options to make an impact, but hopes are not high.
26. Carolina Panthers
The Carolina Panthers' 2025 rankings are a bit more generous than many figured, given how last season went. Quarterback Bryce Young had a major bounce back in the second half of last season, showing that he can be the franchise quarterback that they envisioned.
The team used free agency to address an abysmal pass defense, signing defensive tackle Tershawn Wharton. Even with those improvements, the Panthers have an uphill climb. With developments from Young, second-year wide receiver Xavier Legette, and a marginally improved offensive line, the Panthers should be better than last season but still miles away from winning any playoff games.
25. Las Vegas Raiders
The Raiders could have a potentially dangerous offense with new quarterback Geno Smith joining first-round pick Ashton Jeanty and the best young tight end in the game, Brock Bowers. They don’t have a great offensive line, but head coach Pete Carroll has what it takes to get the most out of this group.
More rushing yards could have a positive impact on this defense. With Christian Wilkins out the door, the Raiders will lean on edge rusher Tyree Wilson to step up and torment the other team. His ability to frustrate offensive linemen will go a long way toward shoring up the pass defense and helping the Raiders improve upon last season.
24. Jacksonville Jaguars
The Jacksonville Jaguars are one of the more intriguing teams coming out of this offseason. The pass defense undoubtedly got better with the addition of Travis Hunter, who will benefit quarterback Trevor Lawrence as well.
The team made moves in free agency to shore up the offensive line, adding G Patrick Mekari and C Robert Hainsey. Finding a tight end for Lawrence will be key, but the Jaguars should be significantly better than last season. If they can win nine games or more, it may be enough to take a particularly weak AFC South.
23. New England Patriots
Depending on who you ask, the Patriots are either vastly improved and a threat to make the playoffs or only marginally better than last season. This isn’t the group that challenged for a Super Bowl every season, but they are substantially improved after a massive push in free agency.
Second-year quarterback Drake Maye is the x-factor. If he can take a leap forward, the playoffs may not be out of the question. Winning nine games would be a positive development, especially as the pass defense gears up for a big season. If they can find an edge rusher on defense, the Patriots may be one of the most underrated teams in the league.
22. Chicago Bears
Meet the most intriguing team in the NFL. The Bears didn’t do much in free agency, hoping to find internal answers. The offensive line gets another year together, running back D’Andre Swift is back after narrowly missing a career-high in rushing yards, and tight end Cole Kmet is looking for a rebound season.
Former Lions offensive coordinator Ben Johnson is now head coach Ben Johnson. If he can unlock former first overall pick Caleb Williams, Ben Johnson will rocket up the list of Coach of the Year candidates. Improving on last season isn’t enough; the Bears are eying the playoffs.
21. Arizona Cardinals
With a potentially dangerous offense, the biggest takeaway from last season is that the Cardinals need help defensively. They added free agent Dalvin Tomlinson and first-round pick Walter Nolen during the offseason, which should lead to a marked improvement.
Though they are longshots for the Super Bowl, the Cardinals look like a team that no one wants to play this season. The NFC West is tough, but this could be a breakout season for offensive coordinator Drew Petzing and his young offense. That alone could be enough to get them into the playoffs.
20. Dallas Cowboys
If Cowboys fans thought last season was bad, this season may be a wake-up call. The fan base has delusions of a Super Bowl run, but then again, they aren’t the only team with such shortcomings. If star edge rusher Micah Parsons is traded, things will get even worse.
As far as head coaching jobs go, Brian Schottenheimer has his work cut out for him. Improving on the 7-10 record from last season may be a tough ask, especially since everyone else in the division got better. There isn’t a free agent addition that will make a big enough impact to feel good about where this ship is headed.
19. Miami Dolphins
The Miami Dolphins may be the toughest team to figure out. Offensive coordinator Frank Smith looks like a genius when quarterback Tua Tagovailoa is healthy. When he’s out of the lineup, the Dolphins look anemic and incapable of running the offense.
Even with a fully healthy Tagovailoa, the Dolphins have significant question marks. What was once a dark-horse Super Bowl contender has now become a fringe playoff team. They should be better than last season, but will that be enough to threaten the Buffalo Bills in the AFC East?
18. Atlanta Falcons
The Falcons are serious about getting over the hump after missing the playoffs last season. They aren’t a threat to make the Super Bowl by any means, but they have added multiple pieces to the pass rush in an effort to make the defense more impactful.
Offensive coordinator Zac Robinson will be tasked with bringing second-year quarterback Michael Penix Jr. up to speed. Penix Jr. showed flashes as a rookie but is now being given the reins of the offense. If the defense can manage to get a few big stops late in games, the Falcons could steal the NFC South crown.
17. Seattle Seahawks
The Seahawks feel like they are treading water. Free agent quarterback Sam Darnold replaces the departed Geno Smith, and pieces like running back Kenneth Walker III and wide receiver Jaxon Smith-Njigba will ensure that he has plenty of weapons.
The NFC West is a tough division, especially with both the Los Angeles Rams and San Francisco 49ers having Super Bowl aspirations. The Seahawks are likely in the 10-7 range yet again, which means a Wild Card spot and an early playoff exit.
16. Pittsburgh Steelers
This may be the first time that head coach Mike Tomlin has truly been under pressure. After another first-round playoff loss, Tomlin needs to deliver something more than a non-losing season. Quarterback has been a major issue in recent years, and the hope is that veteran Aaron Rodgers can make a difference.
For a team that traditionally has Super Bowl aspirations, this feels like a team stuck in transition. Tomlin is under contract through 2027, so nothing drastic will happen for the time being. If he and Rodgers can’t at least secure a playoff win, the heat may reach a boiling point in 2026.
15. Los Angeles Chargers
Six weeks ago, the Los Angeles Chargers' 2025 ranking would have looked a bit different. Losing offensive lineman Rashawn Slater for the season will have a massive impact on things, and offensive coordinator Greg Roman now has a major challenge to overcome.
Coach Jim Harbaugh is one of the best in the business and knows how to get the most out of his guys. He will need quarterback Justin Herbert to take the leap this season and to get the most out of a few new weapons. The Chargers will be tough to play against, but do they have enough talent to become a dark-horse Super Bowl contender?
14. Tampa Bay Buccaneers
At first glance, it appears that the Buccaneers are in the driver’s seat in the NFC South. The Panthers and Saints are afterthoughts, though the Falcons have enough talent on paper to be a threat. If quarterback Baker Mayfield can replicate last season’s performance, the Bucs will be in good shape.
Pass defense will be critical for the Buccaneers. They drafted Jacob Parrish and Benjamin Morrison to aid the secondary, but need more out of cornerback Jamel Dean. It isn’t far-fetched to expect the Buccaneers to win 10 games or more and capture the NFC South once again.
13. Houston Texans
The Texans have one of the best young rosters in the league, even if quarterback C.J. Stroud had a sophomore slump. Still, many are bullish about the Houston Texans' 2025 rankings because of that young core and the potential they possess.
Getting the most out of Will Anderson, Christian Harris, and a few other young defenders will be key. The offensive line is marginally better, something that was a major issue last season. If the Texans truly want to contend for a Super Bowl, they need to keep their dynamic young quarterback upright.
12. San Francisco 49ers
Despite trading receiver Deebo Samuel to the Washington Commanders, the 49ers are still very talented. Brandon Aiyuk is looking to rebound after a knee injury, tight end George Kittle remains one of the best in the league, and the offensive line could still be dominant.
What the 49ers really need to return to Super Bowl contention is good luck. They had crucial injuries last season to Aiyuk, Trent Williams, Christian McCaffrey, and others, ultimately derailing their season before it could ever really get going.
11. Denver Broncos
The Broncos are everyone’s hot pick this offseason. With Sean Payton at the helm, the Broncos saw solid improvement in 2024. Rookie quarterback Bo Nix was a revelation, and most pundits have him taking a major step forward in 2025.
The Broncos have a nasty defense thanks to arguably the league’s best corner in Patrick Surtain II. If anyone is going to overthrow the Kansas City Chiefs as the kings of the AFC West, the Broncos appear to have the best odds of doing so.
10. Minnesota Vikings
Sam Darnold is out the door, and coach Kevin O’Connell is hoping that first-round pick J.J. McCarthy is ready to roll. The receiving duo of Justin Jefferson and Jordan Addison may be the best in the league, giving him more than a few weapons to work with.
Defensive coordinator Brian Flores is the real key, however. The unit was underrated last season, placing among the best in the league. With the addition of edge rusher Za’Darius Smith, Flores has yet another tool available to make the opposing offense shudder.
9. Los Angeles Rams
The Rams have achieved the magical head coach/quarterback combination that franchises dream of. It has already landed them one Super Bowl championship and has them at least dreaming of another within the next year or two.
It doesn’t hurt that the Rams continually unearth diamonds in the rough. Wide receiver Puka Nacua has quickly become one of the league’s best, while young defensive ends Jared Verse and Braden Fiske immediately had a major impact. So long as everyone remains healthy, the Los Angeles Rams' 2025 rankings look positive.
8. Cincinnati Bengals
Joe Burrow was incredible in 2024 but may need to be even better this season. The dynamic quarterback led the league in passing yards and touchdowns a season ago, mostly having to bail out his abysmal defense. The Bengals narrowly missed the playoffs as a result.
This season, things look much the same. The Bengals shelled out a mint to retain receivers Ja’Marr Chase and Tee Higgins, ensuring Burrow remains happy. Defensive end Trey Hendrickson is still in need of a contract and could be absent for some or all of this season. Even with him in the lineup, the pressure is on Burrow to be flawless once again.
7. Washington Commanders
The Commanders were the feel-good story of the season behind rookie quarterback Jayden Daniels. Only the juggernaut Philadelphia Eagles could stop their magical run, which extended all the way to the NFC Championship Game.
The core is back, and it has added Deebo Samuel. With more weapons and a much-improved offensive line, the hope is that the Commanders can take things to the next level with Daniels and contend for a Super Bowl. Hype hasn’t been this high in the nation’s capital in a long, long time.
6. Green Bay Packers
The Green Bay Packers are perhaps the most intriguing team in these rankings. Jordan Love has all the makings of a franchise quarterback. Running back Josh Jacobs is among the best in the league. The defense is nasty from top to bottom.
Yet still, the Packers fall short. It doesn’t help being in arguably the toughest division in football, but they need Love to elevate his game even further. He needs to join the elite quarterback rankings this season if the Packers have real hopes of a Super Bowl run.
5. Detroit Lions
The Detroit Lions' 2025 rankings aren’t all that bad, considering they lost both coordinators and center Frank Ragnow retired in the offseason. Then again, when you have the offensive talent the Lions do, it’s easy to maintain a positive outlook going forward.
The Lions should be much better defensively as a decimated crew returns to health. Having Aidan Hutchinson back will be a massive difference. The Lions should be very good again in 2025, and anyone sleeping on them as a Super Bowl contender is foolish.
4. Kansas City Chiefs
The Kansas City Chiefs are still the benchmark for success in this era. They continue to make Super Bowl run after Super Bowl run, and likely will be a threat to be in contention so long as Patrick Mahomes is the quarterback.
The offense is counting on several key returns, Isaiah Pacheco and Rashee Rice chief among them. Travis Kelce’s ability to rebound will be critical as well. The defense remains vastly underrated under defensive coordinator Steve Spagnolo, and will no doubt have the Chiefs in a position to win every game.
3. Buffalo Bills
The Buffalo Bills may very well be America’s pick for the Super Bowl. The lovable losers have been right on the edge of breaking through over the past few seasons, ultimately unable to get over the hump that is the Kansas City Chiefs.
This offseason, the Bills focused on re-signing their core pieces while adding a potential difference-maker in defensive end Joey Bosa. Quarterback Josh Allen is a perennial MVP candidate, and the Bills will always have a chance to win it all with him at the helm.
2. Baltimore Ravens
As frustrating as things have been for the Bills, the Ravens no doubt feel it even more. Two-time MVP Lamar Jackson is as good as it gets, but the Ravens can’t seem to find a way to win a critical playoff game these days.
The defense isn’t quite the same feared unit it was in years past, but it is good enough to win a championship. Like the Bills, there are no glaring weaknesses to point out. They simply need to face adversity head-on and get over the hump.
1. Philadelphia Eagles
The Eagles have become the blueprint for success in the NFL. General Manager Howie Roseman has masterfully constructed a roster that is built to win now and in the near future. It also helps to hit home runs on several of your draft picks.
The Eagles have no glaring weaknesses and should be primed to make a run at a repeat. The offense is dynamic thanks to Jalen Hurts, Saquon Barkley, and A.J. Brown, not to mention the best offensive line in football. The crown belongs to Philly; now, someone has to take it from them.
Betting Insights from the NFL Power Rankings 2025
Preseason rankings are a bit arbitrary, but they do give us important information. For instance, it doesn’t take a lot to figure out who the genuine contenders are. That said, it can also unearth a lot of information about things like future bets, win totals, and award contenders.
Future bets
Futures bets are a big thing these days as bettors look to predict division winners, conference winners, and Super Bowl winners. While it isn’t an exact science, these rankings can help you make more informed decisions on who to choose.
Win total over/unders
Another popular form of futures betting involves the win totals for each team. It is easy to make generalized predictions, but getting a win total right is much different. These rankings provide key insight needed to make wagers on win totals over/unders.
MVP and Rookie of the Year odds
Finally, these rankings are crucial when it comes to predicting things like MVP and Rookie of the Year odds. Sure, the Tennessee Titans may be abysmal this season, but rookie quarterback Cam Ward should be a serious threat to capture ROTY. These rankings help us know which players are most impactful to their clubs.

Factors That Shaped the 2025 NFL Power Rankings
These power rankings don’t just come together out of the blue. While last season certainly plays some role, many other factors are critical to determining where teams stand. Let’s look at each of these factors and see what kind of role they play.
Offseason Trades and Free Agent Signings
One of the two biggest impacts during the offseason comes in the form of roster moves, generally trades and free agent signings. Depending on needs and available cap space, a team can drastically transform its roster with just a few key signings.
The New England Patriots are a great example. They made major improvements across their roster with a few big signings this past offseason, and now experts are bullish on them for the 2025 season. A team that stands pat, meanwhile, may have reasons for doing so but could face harsh criticism for its inaction.
NFL Draft Impact
The other major factor driving change is the NFL Draft. Teams picking at the top of the draft are hoping to find a franchise player, someone who can alter the direction of the team now and for a decade to come. The better teams in the league are looking to fill crucial holes in the first round, as well as unearthing gems in subsequent rounds.
The Arizona Cardinals are a great example. After missing the playoffs, the Cardinals identified a huge need on defense. After drafting Nolen, CB Will Johnson, and edge rusher Jordan Burch, they are suddenly teeming with potential. A defensive boost could be enough to get them back into the playoffs.
Coaching Changes
Coaching changes can also be quite impactful, especially on rankings. For the most part, the worst teams in the leagues are the ones experiencing upheaval, while the best have coaches returning with most – if not all – of their staff intact.
Though most coaching changes have long-term implications, some can have an immediate impact. The hiring of Ben Johnson by the Chicago Bears brings with it hopes that he can unlock their young quarterback and get them back into the playoffs as soon as this season.
Strength of Schedule
Though things change that can ultimately impact the strength of the schedule, it is one of the important factors to consider. Contenders are contenders no matter who they are facing, but dark-horse teams can benefit from playing a lighter schedule than others.
A fringe playoff team can be greatly impacted by its strength of schedule. A few easier games may be the difference between making the playoffs and just missing out. Even for contenders, facing a gauntlet of opponents could leave them in a less-than-favorable position as the season wears on.
Teams Most Likely to Exceed Preseason Expectations
With expected win totals laid out, part of the fun is trying to figure out who will rise above those expectations and which teams will fall short. These are the four teams that could do better than their season total predictions indicate.
New York Giants
The Giants were abysmal last season, largely because their quarterback situation was so bad. Things aren’t drastically better – they signed veteran Jameis Winston and drafted Jaxson Dart in the first round – but should be better.
Where the Giants look strong is on defense. Taking Abdul Carter third overall gives them yet another dynamic pass rush weapon to work with. They have the makings of a team that can get to the quarterback frequently, something that can make a world of difference in the NFL.
San Francisco 49ers
Experts are still high on the 49ers, and rightfully so. Injuries robbed the 49ers on both sides of the ball, eventually becoming too much to deal with. By simply returning to health, the Niners are expected to return to contender status.
It ultimately comes down to Christian McCaffrey. If he can return to his 2023 form, the 49ers will be one of the best teams in the league. If he falls short or can’t stay healthy, the challenge may see the team fail to live up to its projected win total.
Las Vegas Raiders
The Raiders had perhaps one of the most dramatic overhauls during this offseason. They already have dynamic tight end Brock Bowers, but added running back Ashton Jeanty through the draft and veteran quarterback Geno Smith.
Though there are still major holes in the roster, never count out coach Pete Carroll. He is a proven winner who knows how to get the most out of his teams. The Raiders may not make the playoffs, but they should be substantially better than they were last season.
Carolina Panthers
The Carolina Panthers are just one season removed from having the first overall pick. Though they were abysmal for much of last season, you could see the positives begin to emerge as the season drew to a close.
The Panthers have added a lot of pieces this offseason. They should at least be competitive, maybe even stealing a game or two they aren’t predicted to win. The playoffs are still a long way off, but you can see the start of something building in Carolina.
Teams in Danger of Falling Short
While there are teams that will no doubt exceed expectations, there will be as many that fail to deliver. Not everyone who falls short of projected win totals will be a team in contention. As it stands, there are four teams that are most at risk to falling below their projected win totals.
Indianapolis Colts
The Colts were already a major question mark coming into the offseason. They became incredibly one-dimensional on offense last season, especially as quarterback Anthony Richardson struggled to find his game.
Now, Richardson’s tenure may already be done. Daniel Jones, the embattled former Giants quarterback, is the favorite to win the job in Week 1. The defense is okay, but not good enough to overcome the expected shortcomings the offense will have.
New Orleans Saints
There are few positives to focus on with the Saints. After years of being contenders and avoiding cap hell, the Saints are in full rebuild mode. They have the worst quarterback situation in the league, even after taking Tyler Shough in the second round.
Even with a low over/under of 5.5 wins, the Saints will struggle to get near that total. The defense has pieces, but is nowhere near good enough to make much of a difference. If wide receiver Chris Olave can’t stay healthy, the offense will only get worse.
Pittsburgh Steelers
The Steelers have been treading water of late, though they manage to do that better than other franchises. Still, it isn’t enough, and there is clearly pressure to not only return to the playoffs but actually to win a postseason game.
A lot is riding on new quarterback Aaron Rodgers. He was okay for the New York Jets last season, but he doesn’t look like his former MVP self. He will have DK Metcalf to throw to, but the running game needs a lot of work. In a tough division, it’s hard to envision 10 or more wins again.
Cincinnati Bengals
This one will have opinions divided. Burrow returns, arguably the best player in the game last season, who couldn’t drag a disastrous defense to the playoffs after a late push. After this offseason, have things really improved enough defensively for the Bengals?
Burrow and his dynamic weapons are back again. He should be in contention for MVP, but with NFL sack leader Trey Hendrickson still holding out, the Bengals still have huge holes on defense. Can they improve enough not to squander yet another brilliant season from Burrow?
How to Use NFL Power Rankings for Betting in 2025
How can the 2025 NFL Power Rankings be beneficial to you? There are three ways to really benefit your predictions this coming season: track rankings week to week, pair them with point spreads and totals, and identify mismatches where possible.
Track rankings. If you really want to have your finger on the pulse of the league, track power rankings from week to week. No one can watch all 32 teams, so following along with power rankings is the most ideal way to keep abreast of each team.
Pair rankings with spreads/totals. To make more successful picks, it helps to take the rankings and pair them up with each week’s spreads and totals. You will see major differences here and there, ideal for putting together winning selections.
